NeoSCAN v1.2.3 is released

Version 1.2.3 of NeoSCAN was released today. This is a minor update that improves SDR support when using the Windows binary release.

Under Windows, users should use Gisle Vanem's dump1090.exe available here.

By contrast, macOS and Linux users will continue to use FlightAware's dump1090-fa utility.

Now that NeoSCAN has reached a reasonable level of stability, I'll be spending more time testing the Windows version.
